Former CIA officials have revealed the practice of dispatching units to chase down targets in other countries was approved in a 2004 classified executive order by the Bush administration's then defence secretary, Donald Rumsfeld.
According to the CIA sources, the order came after a series of botched missions, which caused Rumsfeld to hand control of such operations to the CIA.
The New York Times has disclosed several previously unknown operations, including a 2006 navy Seal raid on a suspected militant compound in Pakistan's Bajaur region and the highly publicised attacks by American forces across the
border from Iraq into Syria and from Afghanistan into Pakistan's tribal areas.
