6. Yes, It's a grade school administration.

Prison inmates often apologize. Should we let them loose? So do spouse beaters apologize. How many chances should they be given?

I actually had one boss (I'm a retired software developer) say: "We can just put out a shitty product and apologize later." Our economy is pretty much based on this, now.
