Were the Attacks in Mumbai Part of the 'Global War on Terror'?

Were the attacks in Mumbai the next chapter in the unsuccessful 'War on Terror'? Is so, what made them different or unique from previous attacks in India to give them that distinction? Was it technique? Was it motives(which we don't know)? Was it the perpetrators(which we also don't know)?

If we don't know exactly who and why, how can we lump these attacks in with other major terrorist attacks of the past decade?

There is serious danger and consequences in broadbrushing attacks, and calling them 'global terrorists'. Al-qaeda attacking the U.S. on 9/11 was different than the attacks on Madrid's trains, which was different than the attacks on London's buses/subways, which is different than what happened in Mumbai.

Were the Mumbai attacks part of the "Global War on Terror"

from the media, lack of real reporting, and saber rattling from India and Pakistan is so dangerous, inappropriate and offensive.
