A simple question to jar my memory

Was there any talk of bailing out the dot.com failures? Any mention at all of the lost jobs, careers, development potential, or holding that went down the tube in *s first year?
Is this "crisis" a geographic battle? North East, Midwest, and South now battling for government money after totally dissing the west coast when their bubble burst.
