EDIT: Reid's vote was procedural - he changed it to "NO" so he could bring the package up again later.

22. It's called "reconsideration.
And for a member to bring back up a failed
item for "reconsideration", the member must
have voted on the prevailing (winning) side of
the vote.

Because of this, you'll often see one member
switch their vote to the "winning" side ofvthe vote.
This means (in this example) that Reid, having
voted "no" along with the rest of the winners,
can later move to "reconsider" the earlier vote.

Durbin made that clear in his remarks. Reid switched his vote at the end to leave open the possibility to reconsider. It is common for the majority leader to do that when a cloture motion fails."

11. We really should not act like Dems do no wrong.
Dems also voted for the Iraq war and the patriot act and the bail out. I'd still rather see Dems in power but they are not much better than the repukes for the most part. There are only a few people in office who are really serving the people but I can only name a few ...Henry Waxman, Denis Kucinich and maybe Obama ...I hope. I am sure others have their favs and can name more but there are not that many and certainly not the majority of those in office. I have 0 trust in people who make so much more money than me. I could retire on what a congress person makes in 3 years.

18. That's why he resigned.
Now he won't have to answer to the people or his corporate owners for his vote. His yay for FISA and the banker bail-out exposed his loyalties and did a lot of damage on the left, damage that will never go away. Why add any additional exposure?

17. I just blasted Sen. Lincoln's office. Demanded an explanation be mailed to be directly. And told the
aide that I, as an American taxpayer, demand that Congress and the Senate take an immediate 65% reduction in salary, retirement benefits, and healthcare benefits. If the American workers must lose everything, then they can stop hogging our tax dollars for themselves.

19. This illustrates why it was so ridiculous to think that the number 60 was so important to attain in
the Senate. WRONG - the Dems always, always, always have at least a few defectors. No party discipline, even on crucial votes like this.

The Dems aren't willing to make those who oppose this bill actually filibuster? They lay over with just the threat of a filibuster?
