1. he switched it so later on
he can reopen the issue. if he had not he would not be able to. just senate rules wierdness.

3. Only those that vote on the winning side can ask for reconsideration of a vote
the losing side can't do anything so votes are often changed to make sure that someone goes on the winning side that will move to reconsider.
