Question About State of Emergency Funds

My good Friends at DU, I need some info.

The Financial Secretary of my union live in the part of New Hampshire that was struck last week by an ice storm, knocking out her electricity. She has two children. Her husband rented a generator for about $1,000 for the time they were without power. My question is, "can she be reimbursed by the federal government for the cost of the generator under the terms of the declaration of a federal state of emergency?"

1. They RENTED a generator for a thousand bucks??

Holy fuck that is a lot of change for a rental. We survive through hurricane outages on a generator we BOUGHT for less.

2. There was quite a run on these

It provided electricity for the whole house. It was $250 a week. They need it for another week. On top of that, it cost $5 an hour for every hour above 40 hours. It comes to about $1,000 by my calculations, and they were lucky to get one. There were none left for sale.
