What exactly did Dumbya do for Africa?

I know the GOP-controlled media is pushing this idea that dumbass spent more money than any other American president ever has in Africa to 'fight" AIDS, but I haven't seen any details.

All I remember is that dumbass required abstinence-only be a part of any country wanting aid from the U.S..

Other than tempt sick and dying people with money but demanding they follow a failed ideology before they get any of it, what exactly has dumbass done for the people of Africa?

Africom: Terrorism? Or Oil?

In mid-February, U.S. Defense Secretary Robert Gates announced plans to establish the Africa Command, a new regional area of responsibility, to combat terrorism on the continent. But many Africans are questioning that rationale and believe that instead, Africom’s main purpose will be to protect America’s oil interests. Then again, many of the oil-producing countries in Africa are predominantly Muslim. Thus, oil interests and religious influences are once again overlapping.
Dr. Gilbert Ngwa, an African economic history lecturer at the University of Buea in Cameroon, told ET that the U.S. is creating Africom primarily to assure the continuing flow of oil from the Gulf of Guinea. Terrorism, he believes, is a secondary concern.

2. His admin helped work out a peace deal in the Sudan. Not Darfur, but in the south, the fighting there that had gone on for a decade with, well, little notice. Even Powers, who was up in arms about Rwanda and Darfur, had little to say about the south of Sudan. One could say that was a two-edged sword, however, since as things wound down in the south they heated up in the west/north-west.
