If cable and satellite companies are forced to carry CSPAN1&2, then
they should be forced to carry CSPAN3. It seems that if you are on dialup or don't have a computer or don't live in the DC area you can't access the station. I don't get why we are not allowed to watch our legislators at work in committees and hearings.

2. It's just stupid-silly that Dish doesn't carry CSPAN3.
It would cost them next to nothing to include it in their lineup.

They do it voluntarily. Also, C-SPAN is not a government owned channel. It is a non-profit entity created and funded by the cable industry. It is ad-free and gets no government funding. The cable industry created it (i) to provide provide programming that broadcast television doesn't provide and (ii) to get some good will from members of congres who regulate the industry.
