Part of the problem in how many of us think of campaign financing is that we do it in quid pro quo terms. The truth is the far greater damage is done is without quid pro quo, more like quo pro quid, if that ‘s right. Lets assume Spacely Space Sprockets wants a rule change, lets call it the Spacely amendment, that will make it hard for Cogswell Cogs to compete. Spacely doesn't’t go around trying to bribe a politician to support the Spacely amendment, he finds politicians that DO support the Spacely amendment and funds their campaigns to get elected. Eventually the Spacely amendment passes, with no quid pro quo. Of course to the public and poor Cogswell the result is the same, they both get screwed, and Spacely gets rich.
