So...I'm exporting Wheat Gluten from China and rats are eating my products....
How do I maximize profit and control the rodent spoilage?

1. Same as is done all over.
poison rats, get cats, pass laws to allow a certain amount of rat feces in the food product.

2. Or, you're growing wheat in China, and demand is outstripping supply...
...so you look at the bins of rodentcide-treated seed wheat sitting there, and decide that what the heck -- wheat is wheat. So you send the treated seeds to the gluten processing plant, bypassing the growing cycle and maximizing production.

5. Wow, that makes perfect sense.
Looking around the net it appears that treating seed wheat with fungicides is common practice. Maybe China also treats it with rodenticide.
