Rove vs. Bush
At this point Rove and Bush are on the same team, collectively trying to protect each other. The plan still is that both of them weasel out of it together.

At some point in this process, one or both of them is going to realize they have to save their own ass and someone has to take the fall, and attempt to throw the other one under the bus.

Most presidential advisers would take the fall for their president, and allow the president to pretend he didn't know what was going on.

Rove? i'm not so sure he fits the "fall guy" mold. I could see him trying to throw bush under the bus. He's such a pigweasel.

1. Sounds like a reasonable bet.
Rove would first have to be convinced that he can't outsmart the opposition, though. His track record will leave him believing that he is invulnerable.
