There is one single-payer insurance system that we can and need to implement immediately. It's not universal; in fact the group that it would cover would be relatively small. However, putting it into place quickly would help save the government a lot of money, cut down bureaucracy, and demonstrate the simplicity that a universal single-payer system would be to implement.
Simply put every veteran and their families on Medicare.
The Walter Reed scandal underlined just what bad shape our Veterans' health system is. It's a bloated bureaucracy with crumbling infrastructure. It's neither large enough to properly function (with VA hospitals spread too thin and too crowded), nor small enough to manage properly. So simply do away with it.
Take the money that the VA spends on its current health system right now and shift it to Medicare. Let Veterans use their own doctors and local hospitals for the majority of problems. When specialists and special facilities are needed (as is often the case with combat-related conditions), they can be paid for more efficiently through Medicare than we are right now with the current network.
Better care for Veterans, cost savings for the government, and a great example of how well single-payer can work when given a chance.
