Senate Approves Locke as Commerce Secretary

WASHINGTON (Reuters) - The U.S. Senate voted on Tuesday to approve the nomination of former Washington state Governor Gary Locke to be U.S. commerce secretary, putting a Chinese-American in the job for the first time.

Locke, President Barack Obama's third nominee for the post, has promised to focus on "creating the jobs of the future" and enforcing U.S. laws to counter unfair foreign trade practices.


He takes over a sprawling department responsible for conducting the 2010 census, overseeing the nation's fisheries and managing the U.S. transition to digital television.

Locke has a reputation in Washington state for working across party lines. "I know he will continue in the same bipartisan fashion as secretary of commerce," Washington Senator Maria Cantwell said on the Senate floor.

Obama tapped Locke to head the Commerce Department post four weeks ago. The son and grandson of Chinese immigrants sailed through the confirmation process without any of the tax problems that plagued several other Obama nominees.

He was confirmed by the Senate on a voice vote. His approval filled one of the last slots in Obama's cabinet, with only Kansas Governor Kathleen Sebelius still awaiting confirmation as secretary of health and human services.

Locke was governor of Washington, often described as the most export-dependent U.S. state, from 1997 through the end of 2004. That capped a career in Washington state politics for the former prosecutor and state legislator.

5. He is American but he works closely with the Chinese.
I suspect he is being appointed because of his good relationship with the Chinese Communist government.

Locke’s China Deals for Microsoft, Boeing May Draw Scrutiny

Feb. 26 (Bloomberg) -- Gary Locke, President Barack Obama’s pick to be commerce secretary, persuaded Chinese President Hu Jintao in 2006 to visit Seattle, where he was feted at the mansion of Microsoft Corp. founder Bill Gates.

Both sides benefited from the trip, arranged by Locke as an attorney specializing in China trade. Before Hu arrived, China agreed to require computer makers to load legal software on new machines, a key to unlocking the $3 billion market to the maker of Windows software. Days later, Redmond, Washington-based Microsoft announced plans to invest $3.7 billion in China.

Earlier, when he was governor of Washington state, Locke, now 59, helped lumber-company Weyerhaeuser Co. and aircraft maker Boeing Co. win business with China. As he seeks the new post, and as secretary should he be confirmed, Locke may find his deals seen in a different light by lawmakers, unions and U.S. factory owners who say trading with China poses more peril than promise.

Some manufacturer groups point to China’s record trade surpluses with the U.S. as evidence that the pro-trade policies of Locke and Ron Kirk, Obama’s nominee for U.S. trade representative, need to be realigned.

“We are in a different world now, and we need a total rethinking of our economic models,” said Alan Tonelson, a research fellow at the U.S. Business and Industry Council, which represents American-based manufacturers. “I hope Locke will be more flexible, but the jury is out.”
