23. Actually in 1975, a US flagged cargo ship, the SS Mayaguez was seized by the Khmer Rouge regime
of Cambodia. The ship was an unarmed merchant vessel transiting recognized sea lanes which the Khmer Rouge regime of Cambodia claimed as territorial waters and forbid passage of ships in same. Technically, though this was politically motivated, it was also considered an act of "piracy" by then President Ford.
