I'm Googling and can't seem to find the answer to this.

I know someone here talked about it recently.

1. I'm trying to dispute a Freeper-type.
I don't think it will have to be repaid or taken as a reduction in our refunds, but I want a link.

2. so the question is
Was this actually a tax cut or just a change in the withholding tables?

I would tend to assume it's really a tax cut and expect anyone who claims the opposite to provide evidence. In other words, it's the freeper who should be doing the work, not you.

4. There are others on the board I want to educate.
I did find something on the IRS website, though.

It's a tax cut - pure and simple. It won't effect withholding.

3. I think it is a tax cut.
But implemented by changing the withholding tables which means you don't have to wait until next February to feel the effect in a higher refund or lower tax bill.

I'm sorry, but I don't have a way to prove that.
