Lurita Doan - General Services Administration

Lurita Doan is Administrator of General Services. According to whitehouse.gov:

On May 31, 2006, Lurita Alexis Doan took the Oath of Office to become the 18th Administrator of General Services. She is the first woman to serve as the chief executive of the U.S. General Services Administration. President George W. Bush nominated Mrs. Doan on April 6, 2006. The Senate confirmed her nomination on May 26.

Until July 2005, Mrs. Doan was the president, CEO and sole owner of a surveillance technology company she founded in 1990. Most recently, she served on the Presidential Search Committee to select Vassar College’s 10th president; the Steering Committee for the Women’s Majority Network founded by U.S. Sen. Elizabeth Dole; and the Steering Committee for the soon-to-be-built Shakespeare Theatre Harman Center for the Arts in Washington, DC.

Mrs. Doan is the recipient of several awards for innovation and entrepreneurship, including the Committee of 200 Visionary Award and the Department of Commerce Award for Entrepreneurial Innovation. A native of New Orleans, La., Mrs. Doan was awarded a master’s degree in Renaissance literature from University of Tennessee-Knoxville in 1983. She received a bachelor’s degree from Vassar College in 1979, and graduated from Ursuline Academy in New Orleans, La., in 1975. Before entering the field of computer technology, Mrs. Doan taught at several colleges in the Washington, DC area, including the University of the District of Columbia, Marymount University, and Catholic University of America.

She (Mrs. Doan) is descended from three generations of African-American entrepreneurs: After President Abraham Lincoln freed the slaves, her great-grandmother sold pralines in New Orleans. Her grandmother began a secretarial business school in 1908 under the administration of President Theodore Roosevelt, during which time her grandfather also started an insurance company. In addition, Mrs. Doan’s father began a business in rental property and farm management under President Dwight D. Eisenhower. Mrs. Doan is actively involved in the business community through its participation in many trade associations, membership in business organizations and involvement in charitable community activities.

Lurita Doan is under investigation and review for possible violation of the Hatch Act of 1939 which is a United States federal law whose main provision is to prohibit federal employees (civil servants) from engaging in partisan political activity. Named after Senator Carl Hatch of New Mexico, the law was officially known as An Act to Prevent Pernicious Political Activities.

Senior Bush Official May Have Violated Law Trying To Block Pelosi From Appearing At Event

House Oversight and Government Reform Chairman Henry Waxman (D-CA) has uncovered more potentially illegal activity by the head of the General Services Administration, Lorita Doan.

Waxman has discovered that Doan “used a January 2007 teleconference to ask senior GSA officials to help ‘our candidates’ in the next elections through targeted public events, such as the opening of federal facilities around the country.” Doan discussed with GSA officials “how to exclude House Speaker Nancy Pelosi from an upcoming courthouse opening in San Francisco and how to include Republican Senator Mel Martinez.” Doan’s activity is now being investigated as a potential violation of the Hatch Act, which prohibits partisan campaign activities on federal property.

Doan’s inappropriate (and potentially illegal) behavior extends beyond partisan hackery. Last summer, Doan signed a $20,000 no-bid contract for a 24-page report “promoting GSA’s use of minority- and women-owned businesses.”

Doan made the deal with a firm called Diversity Best Practices, headed by Edie Fraser. Waxman has discovered that Doan “had a long-standing business relationship with Ms. Fraser that has not been disclosed previously. Moreover, “Fraser used her professional connections to advance Doan’s nomination to GSA and to provide personal favors, and…Ms. Fraser continued to provide services with the expectation of payment to Ms. Doan after she became GSA Administrator.”
