2. You do know, don't you
that all of them, except 1F (and that was a trojan horse) were a devise to drown government in the bathtub. Passage would have been a disaster for the state far into the future. We need substantive reform, not budgetary slights of hand.

3. I don't agree that's what they were all about
If that were the case, Democrats in the Legislature wouldn't have supported them.

The theme through all of them was pretty simple:

move more control of revenue sources to the legislature so that they actually have revenue to direct towards dealing with the budget.

so, while i don't favor cutting mental health for kids, the way the budget is right now, we keep it for kids, but reduce their medicaid, fire their teachers and cut back their school lunches.

if we are going to blame the legislature for the budget and expect them to fix it, they need to have the authority to actually pass a budget and fund things.

as it stands now, they are hamstrung by voters who ask for more spending, then vote down the means to pay for that spending.

7. The props were a shell game.
Or robbing Peter to pay Paul. Much of the spending that the voters asked for were also accompanied by their own revenue stream (i.e., increased cigarette taxes, the lottery, the 1% wealth tax).

We are hamstrung by Prop 13 which allows businesses to make out like bandits, by the ridiculous 2/3rds vote to raise taxes, the internet sales tax exemption that has benefited corporations far more than individual consumers, and a regressive tax system that leaves the middle class paying about 12% of their income and the wealthy 8%.

5. i didn't say they were wonderful
but i thought they were better than not having them.

and the only county to pass them was Santa Cruz, one of the most liberal in the state.

11. I know and I disagreed with that
The sum total of 1A-1E were simply taking voter directed revenue streams and instead allowing the legislature to direct them. While I don't generally support taking money from things like Children's Services, I cannot get past the fact that much of the state money goes to schools, MediCal, aid to the poor and so forth and those were things that got cut because of the budget. It's not like most of Mental Health money is going to be spent on a new F-22.

That's why I voted for them.
