COLOMBIA: Moving Towards a Paramilitary State?
Analysis by Javier Darío Restrepo

BOGOTA, May 29 (IPS) - Visibly indignant, former Colombian president César Gaviria (1990-1994) denounced this week what he called an "appalling" article in a draft political reform law currently under debate in Congress.

He was referring to "article four, which allows paramilitary chiefs to run for popularly elected posts, to enter into contracts with the state, and to become public employees. They are trying to turn what was knocked down by the Constitutional Court and the Justice and Peace Law into something that is consecrated by the constitution," said Gaviria, the head of the opposition Liberal Party.

Although article four ended up being removed from the draft political reform law, partly due to the public outcry, the controversy to which it gave rise revived the uneasy sensation that the construction of a paramilitary state in Colombia has been moving forward, step by step.

The article in question was not the first time that Colombia’s far-right paramilitary groups have figured in a privileged position in initiatives put forward by the Colombian government. Shortly after he began his first term, in 2002, rightwing President Álvaro Uribe proposed that Congress issue a general pardon for paramilitaries and allow them to have direct parliamentary representation.

that those who constantly bash Chavez tend to be closeted conservos or corporate blue dogs. I shut them out... they are here for a reason and it's always because of Chavez... but you will never see them complain or bash right wing leaders. Gee... I wonder why.

3. I constantly bash Chavez. I'm neither a "closeted" conservo, or a "corporate" blue dog. I'm just
not a Hugobot.

4. huh?
do you have any evidence/names or are you too busy shutting them out to back it up? I noticed a long time ago that people who overuse the term "always" when referring to others don't usually have any of the evidence they "always" seem to demand of others, but maybe that's just me.

and have little to say about the truly repressive governments in this hemisphere, such as in Colombia and Mexico. There is actually no comparison: Colombia especially is a narco-state governed by death squads and terrorist groups. And what's Chavez's sin, by comparison? His popularly elected government is reining in capital and the big multinational corporations, including the media and oil giants who are trying to bring down the government and restore the Venezuelan people to their prior state of feudal servitude.

7. Chavez haters...
The sort of people who perform acts on Pat Robertson's Holy stick that are inappropriate to describe on DU. Chavez kicked the wackos out of Venezuela while they shoot Americans who fight for women,

10. sometimes it makes a difference who's
paying the nutjob's bills and keeping them in power. When it's my tax dollars, like in Columbia, I take umbrage.
