EPA declares public health emergency in Libby, Motanna ... finally

EPA director Lisa Jackson uses the Comprehensive Environmental Response, Compensation, and Liability Act to recognize "the serious impact to the public health from the contamination at Libby"

Libby has been fighting this since at least 1999.
