The Dallas Morning News WASHINGTON – Texas Democrats in Congress vowed Wednesday to keep pushing the White House to help them block what they see as Gov. Rick Perry's misuse of $3 billion in federal aid for public schools.
A day earlier, the Democrats were forced to back down from an attempt to hold a war spending bill hostage to demands for legislation aimed at how the state used the federal economic stimulus money.
"Congress could and should have provided clear guidance to block the diversion" of stimulus funds, said Rep. Lloyd Doggett, D-Austin. "Texas schoolchildren were shortchanged."
Doggett accused Perry and state GOP budget writers of creating an "artificial shortfall" in Texas' education budget, then trying to fill it with federal stimulus money – an "abuse" of the program that won't create jobs or extra resources meant for local schools.
In Austin, Perry and other top Republican leaders have insisted they have used federal stimulus money correctly. Sen. Steve Ogden, the Senate's chief budget writer, argued that the fact that Democrats are seeking new legislation shows that the budget complies with existing law. .......(more)
