Duke Univ official charged in child sex case

Associated Press Writer


WASHINGTON (AP) -- A Duke University official has been arrested and charged with offering his adopted 5-year-old son for sex.

Frank Lombard, the school's associate director of the Center for Health Policy, was arrested after an Internet sting, according to the FBI's Washington field office and the city's police department.

According to an affidavit by District of Columbia Police Det. Timothy Palchak, an unnamed informant facing charges in his own child sex case led authorities to Lombard.

Authorities said that Lombard tried to persuade a person - who he did not know was a police officer - to travel to North Carolina to have sex with Lombard's child.

The detective's affidavit charges Lombard identified himself online as "perv dad for fun," and says that in an online chat with the detective, Lombard said he had sexually molested his son, whom he adopted as an infant.

several years ago.

Even down to the adoption.

See, this kind of stuff backs me into a corner, and holding on to my belief that the death penalty is unacceptable becomes so damn hard......................

20. Clarity: You decided that if I was for the death penalty, I'd be assuaged by prison rape
if the death penalty was taken away. The assumption is directly implied by your response to me: death penalty supporters will abide any kind of vengeful abuse or suffering meted out by the state and you can get them to agree to get rid of the death penalty by feeding their bloodthirstiness in other ways.

It is both an assumption of my character and an assumption that the death penalty is somehow the same kind of punishment as long term prison rape. You assumed incorrectly on both counts. Now that you've been caught in your error, you get personal, because it's all you've got.


In this current response, you said "the facts of prison life are just that. It will never change."

As a good liberal, you should be choking on this statement. How dare you be against the death penalty (for humanitarian and human rights reasons, I am assuming--let me know if I am wrong) and be so blase about prison conditions! You should be out fighting against the immoral conditions that exist in prisons. A guy in for 2 years on a weed charge should not have to endure prison rape every day of his sentence. Good people FIGHT bad prison conditions; they don't use them as an argument for a political argument.

23. This has long been an important issue to me...
...but it's hard to get much traction for it. Even among many Democrats the rhetoric of "get tough on crime!" plays well, and cooler heads who will acknowledge, and show a desire to change, the inexcusable conditions inside our prisons are hard to find.

No one wins elections campaigning on improving prison conditions.

There's nothing inevitable about prisoner-on-prisoner violence at all, certainly not on the scale it currently occurs. We have too many people, however, willing to look the other way, with a wink and a nod, and excuse the existence of de facto cruel and unusual punishment, even rejoice in its existence.

It's utterly commonplace in our culture, a banal, routine joke, for a person to cackle with glee about another person "getting what they deserve" when they're sent to prison, not only unconcerned with the worst sorts suffering violence and rape, but unconcerned about how minor offenders and the weakest of prisoners will often suffer the most at the hands of the some of the worst offenders who happen to be the strongest and the most violent.

And with more privatized prisons, the abuse is removed a step from the government, which is responsible for treatment in prison. The fact that so many prisoners now are there for non-violent drug crimes, and that they risk assault 24/7 with no relief because they sold a bag of weed to a friend is just mind numbing.

That's exactly right. I think there's a perception of all prisoners as being equally evil and deserving of torture, and since the state can't mete it out, many people believe that the prisoners themselves should and the public should look the other way. Not everyone in prison is Jeffrey Dahmer. Many are there for non-violent crimes, petty theft, drugs, etc.

There's a long history to bad prison conditions in this country, and I know there were movements at the beginning of the 20th century to change them. That feeling seems to have died.

I am for the death penalty for certain heinous crimes and those kinds of recidivist, monstrous types for whom their is no rehabilitating. But, for the rank and file small-time criminal, the prison culture is torturous and sometimes deadly. HIV transmission is a common thing. But non-violent ex-cons are like the walking wounded when they come out, with PTSD and a higher chance of reoffending now that they have been conditioned. And I haven't even touched on the abuse by the guards, especially in women's prisons.

That's why I am all for treatment centers for the non-violent drug offenders and work programs for minor, petty crimes.

21. Lombard's partner will probably petition for custody
The arrest warrant indicates that Lombard's partner did not know about the molestation--that it was planned during his business trips out of town:

My auntie was is one of the best people I have ever known. She was a foster parent to a few kids. I wish these kids were in my aunties custody, or at least someone like my auntie. I can't beleive this guy went through the adoption process just to have his own personal black sex slave.

I'm with you. I have a friend who was sexually abused by her dad. Her husband I a say, "just say the word" and that's all for him. She won't do it, but I hope it gives her some power to know that we'd do it. we would too.

Did any body read the arrest warrant? A gay white male adopts two african american children only to sexual molest one of the children on camera. Apparently the dude's live in partner did not participate in the molestation (I can't believe he didn't know about this), but Frank did allow other people to molest his child.

This is probably the vilest thing I have ever read on the internet. That poor boy! The scumbag not only personally tortured the child, but he allowed other evil people to torture that poor boy. I have seen a lot of bad things in my life, but this really is beyond the pale. I am pro death penalty, but in this case, I think Frank needs to be sent to the one of North Carolina's state prisons. He would not last a week in the general population.
