If the GOP cared about health insurance they would've done something from 2001-2006 when they controlled the congress and white house. But to my knowledge they never tried to expand health insurance.
The whole 'we can cover everyone' ruse is just an attempt to derail the public plan. I'm sure many in the GOP would be happy to drop the whole healthcare issue and leave it as is with tens of million un and underinsured.
I think opinion polls show the public trusts the GOP the least with healthcare reform. The insurance companies are 2nd worst as far as trust goes. They are totally tone deaf which is great in some ways because an entire generation of voters are learning that this is what it means to be a conservative. You have to be hypocritical, tone deaf, anti-science, irrational, superstitious, plutocratic, militant, fearful, etc. No thanks. So see the silver lining. They are destroying their own movement.
