8. It could make sense, though it could mean two contradictory things.

"Crisis is the toxin of the tyrant" should mean that crisis is what poisons the tyrant, which I guess is a good revolutionary statement if you are a terrorist trying to create crisis. It could also mean "Crisis is the toxin that the tyrant uses," although that's a stretch and it also leaves it blank as to what the tyrant is trying to poison.

Overall I'd say Bubba doesn't know what it means but thought the words sounded cool. I googled just to see if it was some quote I should recognize, but google has no matches.
