Who is the other woman

mentioned in the 911 call about Gates?

She saw things "go down" from the beginning and flagged down Lucia Whalen to make the call.

From the sound of the 911 call, it sounds like Whalen didn't even SEE what was happening to begin with and was just recounting what she was told.

Why hasn't that woman been identified and why wasn't she interviewed as a witness?
