Maybe "natural born" means born not in a hospital.

... though some use time of umbilical cord clamping. This latter gets complicated by the cord being clamped prior to birth in some instances, and by delayed clamping of the cord in others.

In any event, time of first breath is NOT time of birth.

If you doubt this, please consider that the Apgar score, recorded at one and 5 minutes AFTER birth, has as one of its parameters whether or not the newborn is breathing.

A significant percentage of premature, depressed, infants do not breath on their own until long after birth, being supported by mechanical ventilation or ECMO (ExtraCorporeal Membrane Oxygenatator).
