. . .but I bet those with pre-existing conditions who can't currently get coverage would rather pay 10% more if the only option is no coverage.

4. Costs cannot be lowered...
...if people at higher risk of using more of the benefit (those with pre-existing conditions) are charged the same rates as those at lower risk.

5. Everyone is at risk of using more of the benefit than others.
You could get hit by a bus. My husband has his type 2 diabetes well controlled on his own with diet and exercise (runs in the family, he wasn't one of the "demon" fat people). He's probably healthier than most people and there's no reason he should be penalized by something out of his control. (Of course, he's penalized now because, being self-employed, he could have a diamond mine in the backyard and no one will sell him insurance.) Someday all the young, healthy, twenty-somethings will be old geezers with high blood pressure and all the rest of it. No one gets out of this mess alive so there's no reason to pick out individual groups to make their lives more unbearable. Single payer is the answer. The tax dollars go into a pot and no one knows who takes the most out.

6. Bottom line is that
some people are higher risk than others, period. Not saying it's through any fault of their own, it just is what it is. Given that fact, costs will not be lowered for all by allowing higher risk individuals to pay the same cost as lower risk individuals.
