Which in turn helps out the economy. The example I use most of the time is that of a TV store - a few rich guys coming in every now and then, and buying one or two of the biggest sets might be nice, but you can't keep your store going with that because as expensive as those sets were, there's not enough to trickle down to everyone involved with TVs. Giving the richest 1% tax breaks (as republicans are wont to do) isn't going to help that TV store. However, creating a program to help out the millions of Joe Sixpacks out there be able to afford a new TV is going to keep the merchandise flowing, which keeps the warehouses empty, which keeps the manufacturing companies producing (pretending there are American companies that make TVs of course), etc.
Helping out the non-rich is anathema to republicans - and when it works, it's even worse.
This program, near bankruptcy as it is (which just shows how popular it is), helps the average person who might be sitting on the fence about getting a better car with better gas mileage off the fence, buying those new cars, keeping the dealership open, keeping the warehouses empty, and keeping the manufacturers producing (and at least *some* car components are still made in America). All that, and it gets cars with better gas mileage out on the road.
The money is always going to go somewhere. Under republicans, it goes to the richest of the rich, where it doesn't help anyone. Under democrats, it goes to the rest of us, where it does help. Is it a cure-all? No. Does it help? Yes. Are republicans going to be pissed about it? You betcha (Sarah Palin voice).
