What would the U.S. response be, or what would the proper response be?

2. I don't think a sitting or former President has ever been held hostage overseas...

...but if that were to happen, all bets are off. It would amount to a declaration of war, and Congress would not hesitate in responding in kind with a formal declaration of their own. Pyongyang would be a smoking crater within 24 hours unless they handed over Clinton, alive and in one piece.

Iraqi intelligence service agents tried to assassinate George HW Bush when he was in Kuwait.

The response was to fire missiles at Iraq at the IIS headquarters. I guess it would've been like Chile firing a cruise missile at CIA headquarters in Langley for trying to assassinate Allende.
