Van Tran, a Republican who plans to challenge Rep. Loretta Sanchez for the 47th Congressional District in Orange County, showed up shortly after his friend and political protege, Westminster Councilman Andy Quach, crashed his car on Aug. 2 and cut power to 300 homes.
Quach had called him from his cell phone shortly after the crash.
Tran repeatedly approached officers to ask questions and tell them he was Quach's attorney, according to a police transcript obtained by The Orange County Register. At one point, he distracted Quach, disrupting a field sobriety test, the newspaper reported.
Quach, 27, was charged with two drunken driving misdemeanors and will be arraigned next month. He had a blood-alcohol level of 0.26, more than three times the legal limit, authorities say.
