Are they setting us up for a Co-op with a trigger for a public option?
Will this be the ultimate compromise?

It goes something like this. They put the Co-op in place. If it doesn't bring costs under control, the public option gets triggered.

Is this possible?

oh I hate to be snarky. - NO
Co-ops are simply a way to say there was a compromise. They won't work and we'll be back where we are in 5 years.
Compromising with co-ops makes me think of the end of VietNam. As the North swarmed over Saigon and we were dumping helicopters in the ocean, we declared victory.
