Why can't the FCC do anything?

Why can't the FCC do anything?
I checked fcc.gov but the media bias issue doesn't seem to exist for them...they seem to be all about broadband deployment. They had no problem fining Howard Stern off the air, but I admit I don't even know what the rules are any more. Anyone have a good resource on what the fcc can and can't do?
