It's a chart claiming to show all the different agencies, and government administrations one would have to go through to access their health care.

And its 100% made up.

7. The protester has a sense of humor.

"Arrested Development" was a quirky tv show with a cult following. Many of its fans idly wish that the networks would bring it back.

The protester was poking fun at all the people who demand that President Obama should do X, or stop doing Y, or end Z.

I was trying to think what Arrested Development was. All I was coming up with was a rock band, obviously it's not. :)
