How many votes do we need to pass healthcare reform?

How many votes do we need to pass healthcare reform?
What is the minimum number of YES votes needed for it to pass?

also, when does it come to a vote, or who decides that? Can the republicans block that?

1. It depends.
You need 51, or a majority of all those who vote in the Senate. However, you can filibuster the bill and require 60 to end the filibuster. That is not to pass the bill, only to get the other side to shut up. But, if the Senate uses Reconciliation, they can pass it with a 51 votes without a filibuster.

In the House, you only need a simple majority.

2. But reconciliation is only for budget related items.
So it may be hard to characterize things like requiring insurers to cover pre-existing conditions as budget.

I don't get it... are we now fighting amongst ourselves and is there that many dems against a public option?

11. But that wasn't the original plan, there was push back to delay the bill.
If we just need a simple majority why did we need to delay?

Is this all because of the blue dogs? Do we even need them?
