A question about healthcare reform

Is there any particular reason why We The People are not permitted to vote on this matter of healthcare reform? I mean what would be the problem with putting all possible options to a vote among the popuation of this country ?

In those days, they were suspicious of giving so much power to a population that was rather poorly informed. They were afraid of mob rule. Originally, only land-owning men could vote. For a democracy to flourish, the citizenry must be well-informed to make decisions that affect them most. Freedom of speech and a free press are necessary prerequisites.

It also explains why they didn't give people the power to recall sitting legislators and presidents or the power to pass an initiative bypassing congress altogether.

The only country in the world, as far as I know, that gives people the power of recall, the power of referenda, and the power of initiative is Switzerland. In one regard, they are on the cutting edge of modern democracy.
