"insurance reforms are the belt, and the public option is the suspenders"...?

this is what i just saw Obama saying on the news...and i can see how this will play out- once we have "the belt" in place, they'll ask "why the heck do we need suspenders too? it's just an extravagant waste of money"

i don't like the plan to divide the bill into two parts- because it seems like a way to set the public option up to fail.
ultimately though- it doesn't matter how many pieces they want to carve it into, the public option(at the very least) is my 'line in the sand'(a REAL public option- NOT co-ops) without one in the final bill, they will completely lose my vote and my support in any and all upcoming election cycles.
