Can Someone explain where the line is between government work and political work is

This is an objective Hatch act question Government employees can not use government resource od use government time to do political work. but I am not sure where that line is. I am not excusing Rove and gwb04. I think using two systems is probably appropriate albeit cumbersome. It just seems to me that the Rove, by the nature of his position is in constant violation of the Hatch Act.
Is the line campaigning or fundraising? What about twisting arms of unions or Dobson-ites in order to change outcomes on legislation?
Just seems to me that there is a need for a new Hatch act that considers the subtle and not so subtle E-paradigm.
The fact that Rove and company ignored it is so very them. I worked for a congressman and went by the rules. Work from 9-5 is for the government. After 5, weekends, and holidays you can engage in political activities. That is the rule it means no screwing around with e-mails that are public record. They just ignored the rules because they are so much better than everyone else. Had a democrat done this they would have had a cow on MSNBC. On Tucker or Scarborough. They are idiots and sneaky people those republicans.
