One of the key issues regarding torture
We are told by torture advocates that torture was employed as a last resort, only after all legal interrogation methods had failed. Yet FBI agent Ali Soufan stated that legal interrogation methods were working. CIA IG Helgerson notes that it isn't clear as to whether the information attained by torture could have been attained by legal means. It seems the main sources for the notion that FBI methods weren't working were Tenet, Bush and Cheney.

Why should we believe that legal methods weren't working? AFAIK, the people making such claims have never addressed Soufan's testimony.
