I really wonder if his viewers even understood what he was talking about. Oligarchy is such a big word that's not in everyone's dictionary, though. On the other hand, they may be frightened by it, anyway, so that's all what he wanted to achieve. Oligarhy sounds soo ... Hungarian!

14. It wouldn't surprise me to find that his 'spelling malfunction' was a gimmick

and I'm sure his 'base' found his inability to spell 'oligarchy' quite charming. After all, probably only 1 in 100 among them even knows the meaning of the word - and that one would certainly keep it to himself that he knew what it meant. They're an anti-intellectual bunch, after all, and if Glenn Beck can't spell diddly, well, that's alright in their book!
