In fact, the reason for the detainment and absolute lack of humanity is due to the fact there are no children. That movie isn't about detainment (or obsessing about children). Its about the human condition, and how hope, morality, purpose and reason is dependent on the existence of posterity. Without the chance to carry on through generations, there is no sense in trying. The detainment (and war & chaos) is a side-effect of humanity knowing their candle is about to be snuffed out, and there is no one to leave a decent world to.
