1. Yes...........
Since seniority counts in Congress, the youngest (newest) members get the least prestigious Committee assignments, depending on what's open.

Homework?

2. Most senators have 3 regular committee assignments.
Representatives (because there's more of them) have one or two--I think freshmen only get one. Then there's special & select committees outside the committee structure. Plus whatever committee you're on, you end up with subcommittee assignments, which is where the real work takes place.

I think only the Speaker doesn't have a committee assignment.
