1. I'd be amazed if they hadn't zeroed out the drives by now.
At least eight times.

It may be totally illegal and contrary to the demands of Waxman's committee, but what will they do, right? They're gone, they ain't comin' back. Or so they WH hopes.

2. Can it be determined how many times an HD has been written over?

3. You can't tell, but it doesn't really matter.
Overwriting once, if fully zeroed out, will usually suffice for "pedestrian level" removal. Any additional number of overwrites just makes the erasure that much more thorough. Eight times would likely be overkill by any measure...unless, perhaps, you were worried about spending some serious time in jail.

4. Hell, just copy the old drives and destroy them. What does that cost...
nowadays, a few hundred bucks?

5. I'd bet even the morans at the WH could zereo-out a drive.
But it's a bit tougher for the e-mail challenged to replace a hard drive. Besides, that leaves a paper trail. Pressing the "secure erase" button takes a click (or three). So easy even a cave man can do it!

6. The RNC prides itself in the use of computers. All they have to do...
is claim that "the hard drive went bad". You get idiot-proof copy software with new hard drives. And not even the FBI can retrieve data if the old hard drive is given the Jimmy Hoffa treatment.
