1-Sanford investigating others' travel
Gov. Mark Sanford is asking state research universities about their use of planes to conduct business.
In a letter sent yesterday, Sanford's office is asking those universities -- which include Clemson University, the Medical University of South Carolina and the University of South Carolina -- about how often university officials fly and why. The letter specifically requests both state-owned planes and those owned or leased by a university foundation.
"Given some of the media's allegations, I am trying to get a better understanding of how different state organizations use airplanes in South Carolina," Sanford's chief legal counsel Swati Patel wrote.
Patel's letter seeks flight manifests, passenger information, purpose of trips and cost of travel among other data. Patel asked the universities to respond by Sept. 8.

Gov. Mark Sanford used a business-class plane ticket he won at a 2004 charity auction for a state overseas trip, then was reimbursed for its $1,100 cost with state money.
Sanford won the ticket — good for a “round-trip confirmed business class ticket” on the Greman airline Lufthansa — at an auction tied to the 2004 BMW Pro-Am at The Cliffs golf tournament, according to travel vouchers provided by the comptroller general’s office.The governor cashed in the voucher to fly to the Paris Air Show in June 2005 with a delegation from South Carolina.

Sanford’s attorney said the 1987 memo, signed by then-Comptroller General Earle Morris, gives subsequent administrations the ability to buy business-class and other upgraded airfare for overseas economic development trips.
(My note: It is a sentence or two scribbled in the corner of some document Morris was reading. Morris was sent to jail for 22 counts of securities fraud.)

Former Governors Jim Hodges, David Beasley and Carroll Campbell flew first class or business class on foreign trips, including one in which Hodges used a Concorde supersonic jet to return from France, according to records released Wednesday by Gov. Mark Sanford’s office.
Sanford has been under fire for traveling business class. The records show officials of the state Department of Commerce or its predecessor agency bought either first-class or business-class tickets 230 times since 1984.

• Monday, the governor spoke to the Orangeburg Kiwanis Club.
• Thursday, Sanford will attend a meeting of the State Budget and Control Board at 1:30 p.m. in the governor’s conference room at the Wade-Hampton Building.

Apparently, Mr.Aviation is in training for a new career as a Tarmac Nitpicker. He'll keep track of ANY state employee who so much has both feet off the ground at the same time. Theoretically, they could take off.
