4. I would suggest a National Infrastructure Bank

It is part of the Democratic platform. It would enable all cities and States to borrow, at favorable interest rates, money to improve their infrastructure without going to Congress. It would not be controversial. It should be a popular program. Taking on immigration reform at this time would be controversial, and generate more opposition to any of his programs.. It can be postponed for about 6 months.
