California's Nancy Pelosi, Speaker of the House, changed her mind in July and said single payer would get an up-or-down floor vote. Now Maryland's Steny Hoyer, House Majority Leader, says the Congressional leadership has asked the Congressional Budget Office to score House Resolution 676, entitled "To provide for comprehensive health insurance coverage for all United States residents, and for other purposes" -- aka United States National Health Insurance Act.
