1. The right to speak does not include the requirement to listen.
I think all kids should be allowed to hear the speech (unless you're referring to something different) but I can't believe anybody thinks they should be forced to. (And yes, I realize you didn't say that)

4. Poorly thought out OP. The right to free speech doesn't guarantee that anyone will listen.
It simply means that you can express yourself without fear of legal repercussion.

8. Not really. I don't know of any law that requires schools to broadcast the president.
That may be different under a state of emergency.

And, I could be completely wrong anyway.
