"Already, Senate Majority Leader Harry Reid has threatened to cancel a week-long October recess if Republicans slow things down in committee and on the Senate floor.

7. The GOP is playing a delicate game here...
To them, the greatest thing would be for no healtcare plan to pass at all, so that they could blame the Dems for being unable to do anything, while at the same time protecting the status quo.

But, since this outcome is unlikely, plan B is for them to have enough input into the healthcare plan that it becomes a total failure in every respect except for increaing the profit of insurance companies. They want to make sure that it cannot do much to cut costs, that there will be no negotiations for drug prices, no public option, and that the subsidies to the uninsured make it so expensive that it becomes unpopular. This requires some pretence that some of them are negotiating in good faith, even if it is only one or two moderate Repubs.

Then they want to vote against it en masse so that they can blame Dems for an unpopular program.
