The reporter who broke the news believes so.

No prescription drugs from Canada. Everything said in the memo about the "donut hole," etc. Everything in that memo is in the Baucus' plan.

I would say it's a bit early yet, as some details of the House bill are likely to be combined with the Senate bill. The White House is not Baucus, so only time will tell. Maybe the prescription drugs from Canada will be included at the end. Who knows?
