13. LiL Kim and I don't think it is much of a contest
Gadhafi is more of the standard tinfoil kook that just happens to also be the leader of a resourced country, Jong il's fantasies and machinations aren't even loosely based in reality and seems a notch or two more anti-human. Gadhafi has some concept of concern for his own people or at least of popular sufferance.
