UPDATE: The 'Mysterious' Firm Policing Montana & hired to fill its empty jail is BLACKWATER

I posted earlier that the following article with links from Rawstory & an AP Story:

http://journals.democraticunderground.com/debbierlus/336

Unknown private security company has been hired to fill the empty 27 million dollar jail. They showed up and started to police small Montana town....(go to the above link for full story)...

Well, a little sleuthing and a nod and cough/cough from Torn_Scorned_Ignored (thank you!)pointed to the formerly unknown company's (American Police Force) webpage:

http://www.americanpolicegroup.com/special.html

This is the text and the giveaway:

OUR (my emphasis) extensive tactical firearms training facility, THE U.S. TRAINING CENTER (my emphasis) is capable of providing a wide range of instruction and training for all types of law enforcement organizations. From basic firearms training to complex SWAT tactics our corps of instructors can meet all your training requirements.

So, I went to the U.S. Training Center site:

http://www.ustraining.com/new/index.asp

Well, the U.S. Training Center while careful to not use the Blackwater name throughout the U.S. Training Center site (other then a mention about Blackwater having no wrongdoing in overcharging the government for contracting, otherwise, the name Blackwater is strangely absent. But, when I saw the one reference to Blackwater, I did a yahoo search under U.S. Training Center & Blackwater with the following result:

Contact page for Blackwater.
US Training Center. PO Box 1029. Moyock, NC 27958. Xe Services, LLC. Moyock, NC ... US Training Center North. PO Box 33. Mount Carroll, IL 61053. E-Mail Directory ...
www.blackwaterusa.com/contact_us.html - Cached (NOTE CACHED MEANS HIDDEN FROM MAIN SITE - MY NOTE)

Go to the website, and what do you find....

You are right at the U.S. Training Center's Contact Page.

U.S. Training Center being the training facility for the new BLACKWATER front group, American Police Group.

Blackwater has been hired to fill an empty prison in Montana. No one knows where the prisoners are going to come from according to the article linked at the top in my journal.

You must read the full article to comprehend the full horror & implications.

http://journals.democraticunderground.com/debbierlus/336

Unfuckingbelievable.

Something about my server not being set up properly...if anyone could forward BOTH the journal link and this update to Keith & Rachel, it would be appreciated.

Thanks!

7. This reads like some J.J. Abrams pilot, you know.
Fringe meets Northern Exposure. I was reading about this over at TPM, and it just kept getting wackier and wackier, and I just couldn't believe it was true...

But it is, it's gotdam TRUE! And the crest they're using is from some Serbian prince or what have you? One of the craziest damn things I ever read.

They're spending $30 million on the site and they refuse to say who's funding it? Un-fucking-believable. This seriously could be a Coen Brothers movie, except being exposed like this, it just ends badly for all involved in the usual Coen Brothers way.

Considering that they are calling themselves the American Police Group it only stands to reason they will the be the local law enforcement. They will arrest whoever they want so they can fill it up.

One simply doesn't 'contract to fill a jail', and any negotiations that would be in that regards would be on record with the county.

The thread links to the Billings, MT local news (tv and print), and they have lots and lots of links to earlier stories about how the jail was contracted. It's been controversial since it started, and was one of the sites rumored to be a FEMA camp/immigration detention site from the start of its construction during the Bush years.

100. This all makes me kind of wonder about those 'black helicopter' stories
that were circulating in the 90s. Were they maybe disinformation put out by these people deliberately for the sole purpose of being debunked, so that nobody would get worked up about what they themselves were going to do in the next decade?

Do these people plan that far ahead?

Right now, when this comes up the first thing that comes to mind is the bogus black helicopter stories.

47. Unless I'm missing something, the whois for dpsna.com does not show it sharing that ssl certificate.
In fact it can't be because it's on a different server from the others and, while I don't know a lot about ssl certificates, I'm pretty sure that they are unique to a server.

The others do share the certificate but that's probably just because they are on the same IP. I'm not sure if the certificate means anything. If you look at the whois info you'll see that that certificate is connected to the IP address rather than to any one domain. It may simply be there because they do share the server with madisonharborloanmodification.com and madisonharborloanmodification.com apparently had a need for secure connections so they purchased a certificate.

I doubt that they have any connection to madisonharborloanmodification.com. There is also a limousine service on that server which doesn't seem to have any connection to the defense sites.

50. Okay
You're right, dpsna.com doesn't have that SSL cert. However, you stated that dpsna.com is related to defenseproductsolutions.com. I am sorry for the mistake.

However, I'm not so sure that SSL certs are as ambiguous as you claim. One obtains an SSL cert when one needs to encrypt data, most often in the case where financial transactions take place over the web. From what I understand, website owners choose the entities from which they acquire their SSL certs. I don't think it's about hosting accounts sharing the same virtual server.

I could be wrong.

53. The reason I know that dpsna.con is related to defenseproductsolutions.com
is because if you try to go to defenseproductsolutions.com you get redirected to dpsna.com.

You may be right about the certificate. I'll have to read up on it.

But if you are right then dXTransportation.com also has that same certificate.

http://whois.domaintools.com/dxtransportation.com

It's hard to see why DX Transportation would purchase an ssl certificate, since their entire website consists of an image with no clickable links. http://dxtransportation.com

Why would they pay for an ssl certificate if they are not accepting funds or sensitive information online? They'd be throwing away their money.

57. Maybe Madison Harbor had a site at one time.
I'm going to poke around a little regarding both DX Transportation and Madison Harbor. It seems odd to me that a Godaddy shared server would only have four domains. You would think that it would have hundreds or thousands. The fact that it only has 4 makes me wonder if someone isn't leasing a dedicated server from them. If that's the case then the leaser may have an interest of some kind in every domain, or they may be an affiliate who's only managed to sell to a few customers so far. It's hard to say.

The server for APF’s website happens to host Defense Product Solutions’ website. This company registered its domain name back on June 19, 2009. Note that both APF and DPS use the double-headed eagle for their corporate logos. AlliedDefenseSystems.com (registered March 2007) appears to be a related site. This website’s administrative contact is Mohammad Abdalla. Mr. Abdalla is listed as the Chief Operating Officer for this company in Anaheim, CA.

Here’s where it gets more strange:

The admin e-mail is for a Mr. Edward Angelino, who just happens to be listed as a small business contact for Defense Logistics Services, Inc., a company that appears to be providing foreign military sales support for the Kingdom of Saudi Arabia. Mr. Angelino has an interesting tracking record when it comes to both lawsuits and government contracts.

48. By caching, doesn't it provide the capacity to hide the source of origin

The reason I thought it was hidden was due to the fact that the websource from blackwater & the web page completely diverged away from any reference at all to the blackwater name.

This wasn't deliberate?

Can designers use cache to hide or layer information?

I am no web expert. Any information would be helpful.

49. That's not what caching is.
A cache is simply a copy. It has nothing to do with hiding anything.

I'm not sure I understand what it is that you're trying to say, but I think you're using the wrong words to say it. Anyway, you have some good information, just don't get hung up on "cached" and "hiding".

51. Thanks - I just want to clarify it for my own reference

I know it isn't the central detail. I guess I just found it strange that the link to the contact page was Blackwater yet the contact page had no reference to blackwater at all. You wouldn't know it was a blackwater contact page was you got to the page. I thought it was a deliberate attempt to hide the black water name from the site.

And, I googled the definition of cache and it meant hidden, but I didn't look at the web term.

Thank you

54. I'm sure Blackwater is trying to obscure the connections (unsuccessfully).
I have no argument with you on that.

In the context of computer science a cache can serve various purposes but it's basically just a copy. "Cache" may have other meanings in other contexts. I hope you don't think I was jumping on you about it. I was just trying to clarify, nothing more. :hi:

38. Their website quotes several other sites beside blackwater -- I think it's just a general scam
For instance, the intro page to the "American Police Force Organization" website includes this quote: American Police Force is dedicated to maintaining our well deserved professional reputation as a results oriented full-service private investigative and security agency by way of commitment, diligence, unique resources, creativity, and tenacity on behalf of our clients.

Which is identical to the quote that LA private attorney Mike McCormick uses on his web page: http://www.mcminvestigation.com/about.html

It could be that MCM Investigations is part of Blackwater as well, but I think it's more likely that AFP is a scam and copped language from several different websites.

Blackwater USA has the largest private weapons and tactics training facility in the United States at Moyock, North Carolina. This facility is about 30 minutes from Norfolk, Virginia and four hours from Washington DC and Northern Virginia. They have a variety of classes open to the general public, including tactical pistol, basic pistol, basic shotgun, and carbine operator. They also have specialty classes available to the public for executive protection and high risk security operations. The following video shows their facility in Moyock:

That would help track them back to the politicians, like Max Baucus, who feed these scams, and the private sector oligarchs who own Congress. Would not be surprised to find that the same group who own Blackwater are also in the prison construction-for-profit business. One big, vertically and horizontally integrated fascist nightmare.

Edited on Thu Oct-01-09 07:47 AM by Vilis Veritas
South Coast WeedMaps shows a dispensary at their address listed on the APF website.

Link: http://legalmarijuanadispensary.com/index.php?option=com_content&view=article&catid=119:santa-ana-cannabis-clubs-&id=1239:South-Coast-Patients-Center&Itemid=118

Smells like High Times...

This guy thinks its a hoax.

http://www.uaff.info/apf_fake_hoax.htm

When I read the CBS story, it almost seemd like an Onion story.

CBS News Story: http://www.cbsnews.com/blogs/2009/09/29/crimesider/entry5351491.shtml

I cite this quote as being quite Onion-y

“Pretty looking police car, ain't it?” Hardin resident Leroy Frickle, 67, said as he eyed one of the vehicles parked in front of a bed and breakfast where Hilton and other company representatives were staying. “The things you hear about this American Police, I don't know what to think.”

Leroy Frickle is real though, you can google up his home phone number pretty easily fo anyone intrested in calling the fellow.

Just saying...

Edited to add, that in the time, I did this reasearch and found these other articles, the APF website changed. The contacts page no longer lists their address. It was there 30 to 40 minutes ago, then when I tried to hit the contacts page again to get a screencap, it came back "Server Unavailable"...less than 5 minutes later the page was back up, with new text.

A Google search also shows a law office located at that address and suite number. Keep in mind that websites may have out of date information. It may be that it was once a law office, then a dispensary, and now APF. It's hard to say. What is interesting is that APF has removed the address from their site. Also, defenseproductsolutions.com and dpsna.com are both down this morning. Both were up yesterday and both have been connected to APF. They seem to be responding to the scrutiny.

However, allieddefensesystems.com is still up. It's definitely connected to defenseproductsolutions.com and even uses the same web templates.

All very curious.

Looking forward to meeting all the peeps!

Come check us out, pre-register today for gree gram tomorrow.

Grand Opening May 22, 2009

Signature Strains will be Bullrider and Hogs Breath!

I'm thinking that this whole MJ dispensary thing is a red herring somehow. Regardless of whether or not APG are a scam, it would be stupid of them to share offices with an MJ dispensary and actually list the address on their website.

My first guess would be that APG was in those offices before SCPC and simply neglected to update their website. The problem with that theory is that the domain americanpolicegroup.com was registered on May 15, 2009, 7 days before the Grand Opening of SCPC. If they had been in those offices, surely they would have been out 7 days before the new tenant went into business. Maybe they made a mistake with the suite number or something.

The idea that they would knowingly list the address of an MJ dispensary on their website just doesn't seem reasonable to me. Doing it accidentally and not catching it for months seems unprofessional but believable. It certainly wouldn't give me much confidence if I were looking to hire security people!

86. I'm thinking that maybe they had a lease that fell through or something.
Maybe they had already given the address to whoever was developing their website and either forgot to tell them of the change or told them and the developers were negligent and didn't change it.

As I've shown in other posts they seem to use mail drops and temporary office spaces, combine that with this business of an apparently bad address on their website and yes, it smells.

"News stories of the strange actions by the private security firm launched an Internet buzz, with many readers emailing WND, asking if there was a connection between Hardin, where city officials once sought Guantanamo Bay prisoners to be housed in a local jail, the APF and President Obama's once-promised "civilian national security force."

"Hardin is the 'test town' for President Obama's new law to privatize the police force of local communities," decried one widely circulated blog post. "

American Police Force Leader's Long Criminal Record
Zachary Roth | October 1, 2009, 11:17AM

The American Police Force, that mysterious security company that just took over an empty jail in Hardin, Montana, is looking shadier than ever.

Since yesterday, details have been emerging about the background of the man behind APF -- a California-based grifter, who has said he's a naturalized U.S. citizen originally from Montenegro, and uses the name Michael Hilton.

Over the years, Hilton has served jail time for fraud, and had a string of arrests and other run-ins with the law. Based on reports from the AP, the Billings Gazette, and Prison Legal News, here's a quick rundown:

• 1988: Hilton arrested in Santa Ana, Calif. for writing bad checks.

• April 1990: Hilton is again arrested in Santa Ana for writing bad checks and for grand theft.

• 1992: A civil judgment of $83,000 is entered against Hilton and Ilia Dokovich.

• March 1993: Hilton pleads guilty in Orange County court to 14 felonies, including 10 counts of grand theft. One charge involves a $20,000 real estate scam, in which Hilton persuaded an associate to give him a deed on property in Long Beach, Calif., saying it was to be used as collateral on a loan, then sold the property to someone else. According to the AP, he spends six years in prison in California.

• 1999: A small claims judgment is entered against Hilton for $3,979.

• 2000: the same plaintiff obtans another small claims judgment against Hilton in Los Angeles County, this one for $1,852.

Reporter-Turned-APF-Flack: "I Made A Great Career Choice"
Zachary Roth | October 1, 2009, 12:07PM

Reporters who go to work in public relations often encounter a bit of skepticism from their former colleagues (see Wolffe, Richard.) But that skepticism may be especially pronounced when the company on whose behalf the former reporter is spinning is a mysterious private security force that has won a contract to take over an empty jail and won't reveal the source of its backing, and whose leader shows up in town wearing a military-style uniform, offering three Mercedes SUVs for use by local law enforcement, and dragging a long criminal record, including jail time for fraud, behind him.

Meet Becky Shay, the American Police Force's new director of public relations. Shay had been a reporter for 20 years, and had been covering the APF story for the Billings Gazette. She filed her last story Thursday night, apparently without telling her editors that she had been in negotiations for a job with the company she was covering. Then she abruptly quit the paper and announced that she had signed on with APF.

In an interview yesterday with Montana news channel KULR, Shay seemed to have no regrets. "Here I am feeling the best I've ever felt about myself," she said. "At a great point in my life."

Shay downplayed the spate of negative publicity her new employer has received in recent days, saying she had done her own vetting of APF and learned things the company won't say publicly. "I am absolutely positive I made a great career choice," she said.

What did it take to walk away from her reporting career? "My terms were: I don't want the moon and the stars, but I'd like to be able to see them from the patio," Shay said. KULR adds that she's making $60,000 dollars a year, and received a signing bonus, a brand new company car and help making the down payment on a new home.

How long before that becomes the official slogan of the US?

116. Remember the "kooky" Texas District Attorney that indicted Gonzales & Cheney
Cheney's indictment on a charge of engaging in an organized criminal activity criticizes the vice president's investment in the Vanguard Group, which holds interests in the private prison companies running the federal detention centers. It accuses Cheney of a conflict of interest and "at least misdemeanor assaults" on detainees because of his link to the prison companies.

Megan Mitchell, a spokeswoman for Cheney, declined to comment on Tuesday, saying that the vice president had not yet received a copy of the indictment.

The indictment accuses Gonzales of using his position while in office to stop an investigation in 2006 into abuses at one of the privately-run prisons.

Gonzalez's attorney, George Terwilliger III, said in a written statement, "This is obviously a bogus charge on its face, as any good prosecutor can recognize. Hopefully, competent Texas authorities will take steps to reign in this abuse of the criminal justice system."

There's more money in prisons than there is in hotels or condos - they have a forced occupancy so the cost of their stay is always paid and is a guarantee PLUS, the don't votes, they have no rights so no one cares how they are treated.

The Grand Ole Pyramid scheme party. Have to take advantage of those public funds made when piratization better manages the services.

I'm stealing it of course.

I worked in corrections, fought against the "who cares they don't vote" mentality and did what I could to protect civil rights.

When you see the stuff from the inside it is as if you stared into the sun, you are forever wounded by the truth, the images are seared into your soul.

I would bet that whatever is going on in Montana is a private corp getting ready to take on GITMO detainees and that highly connected GOPers are connected. That is why they are making it so hard to close GITMO, there is a January 2010 deadline and campaign promise to keep. Force the hand, leave the admin with no other choice and bill the living hell out of the government - after all, they are terrorists.

153. Dead prisoners policies?
I just wonder if life policies can be taken out on the prisoners, like the dead janitor policies of Wells Fargo and WalMart?

They are basically a tax dodge that pays out to the corporation when the insured dies.

Also, the latest WallStreet voodoo is "Viaticals"-betting on how soon or later someone will die.

Seems a sure bet, when prisoners are involved.
